my cousin has a boyfriend and she is 12 but she told him that she was 13 and in the 8th grade and he is 16 going on 17 and she is 12 going on 13 and he thinks that she 13 and they been together for 10 months is that never did nothing they are virgens

Age makes a difference at this age, but only for certain people. If she is passed the stage where she is matured and ready and open-minded, then she is the same as him. SHe is either that way, or shy and funny and not mature, which probably means they don't have true feelings for eachother and its just puppy love.

But if she's passed that kiddie stage then, age means nothing.
