I was going to say the ASPCA (American Society for the Prevention of Cruelty to Animals) also.

I would try filling out a police report or letting the ASPCA know about it.

Not every area has an active ASPCA...The Humane Society is also a good bet, unless you don't have that either. Then you must go to the police.
Abandoning a pet...what a cruel person...
