Should I ask this one guy out?

I'm 13 but I can't make out till I'm 16. I really really want to make out. I also can't choose between 2 guys. 1 Lives right by me and the other lives like 300 miles away. If I want to make out should I (And push my dads rules aside)? Plus I don't know whom to make out with. I mean I think that the one that lives by me already has a girlfriend. I try teasing him by wearing a tank top that goes really low. Plus he's touched my a** a few times as a 'Good-bye hug' I've tried to talk to him about going out but I can't. Should I go with him or the other guy? (Who I rarley get to see because he lives by my grandma and she lives like 300 miles away and I only get to see her to the max 5 times a year. Should I ask that guy out before we make out or should I just go for it?

First of all you just don't make out with your friends??? Making out is just not some thing you do. There is nothing wrong with casual dating them both. Going to movies, out to ride go carts, go to the restaurants together, long nights talking on the phone etc. I think it would be difficult to do this with the guy who lives 300 miles away.
