4 months and we've only kissed

Okay..So I'm 17 and so is my boyfriend and we've been together for 4 months, and I've had boyfriends before, but im his first girlfriend and his first kiss. Since we've been going out, all we've done is kissed. sometimes hell try to feel me up, but never under my bra and it's getting annoying. he likes making out for like 4 hours straight, and that was fine at first. But after 4 months of it, I want to move on! It's getting to the point where our relationship is getting nowhere at the intimate level, and seems like the longer we go without something more, the wierder it will be to eventually do something! I understand im his first girlfriend or whatever, but get some balls! And to make matters worse, he never take me on dates or anything. He hasn't said he loves me, which is okay because I don't love him, but things just are so uninteresting. he's always saying im "hot", but how do I get him to take my shirt off, or feel me up, or do SOMETHING! He always seems scared and its such a turn off! HOW DO I GET HIM TO BE MORE INTIMATE WITHOUT BEING SUCHA WIMP!!!!!!
