17 year old legally move out in state of georgia??

I have a very good friend and he is tired of living with his mother and wants to move out legally...he lives in georgia and hes 16 his birthday is september 19. is there any way he can move out without a legal problem??? He doesnt want it to seem like a...

runaway because he does nt want any problems what so ever.Can my friend move out in the state of georgia legally???
