If there is no after hours emergency Vet then the best you can do is keep her quiet and comfortable until the morning when you can take her to the vet. Talk softly to her and keep her calm. She can sense your panic...so you need to calm down also.
Both of the remaining puppies should go to the Vet! And please, please spay your dog to prevent this from happening in the future.
