I use an online tool http://www.makeownringtone.com With default filters it produces excellent ringtones with perfect loudness. There are plenty of filters to play with, though.
I usually just use http://www.makeownringtone.com to crop the songs because it's a fairly simple online tool and has worked for me in the past.
