They try to communicate at first like they would to other budgies, then they start to learn some things that you do, and they mimick them.

Can't really see your cat, but to find out, you should be able to feel its ribs, without seeing them, and it should only have a minimal fat "pad" in between its hind legs. That is the idealistic size for a cat, but a little chubbier wouldn't hurt.
